Overview

The Assistant Director of Solid Waste Services provides oversight and administration to the Cefe Valenzuela Landfill and the J.C. Elliott Collection Center for the City of Corpus Christi.  The Assistant Director serves in a senior leadership role to support the department Director through long term strategic planning and displaying sound judgement in department programs and services.

Essential Functions and Responsibilities

  •          Establish and monitor production goals and targets for the following divisions within Solid Waste:  J.C. Elliott Transfer Station, Cefe Valenzuela Regional Landfill, Closed          MSW Landfills, Environmental Programs
  •          Develop key performance indicators and service level agreements to track business performance for each assigned division
  •          Represent the Solid Waste department in the Emergency Operations Center (EOC) and coordinate operations as stated in the Emergency Services Plan
  •          Oversee and monitor the implementation of strategies to ensure response and resolution times are met and customer expectations are exceeded; review surveyed data          for customer service and quality of work and oversee the development of action items to correct service deficiencies
  •          Develop and implement quality control programs directly related to quality of operations, equipment maintenance and personnel training
  •          Ensure that all Environmental Program elements associated with TAC Title 30, Chapters 312, 326, 328, 330, 332, 335 and all other applicable Municipal, State, and                  Federal Rules and Regulations are met (Sludge Use, Disposal and Transportation, Medical Waste Management, Waste Minimization and Recycling, Municipal Solid                Waste, Composting, Industrial Solid Waste and Municipal Hazardous Waste)
  •          Must have thorough knowledge and comprehension of the TCEQ permit requirements and how they apply to the Cefe Landfill, Elliott Transfer Station and closed                      landfills; ensure the daily operations of the facilities meet or exceed the minimum requirements of permits, recommend and develop modifications and amendments to              the permits to improve long term performance measures
  •          Oversee administration of key departmental functions including payroll and personnel leave requests, purchasing, contractual requirements and compliance, and human           resources related issues
  •          Prepare proposed budget for Division to ensure that sufficient resources are allocated to meet goals established in the Department Business Plan; monitor division                  expenditures and forecast future needs through various reporting tools and resources
  •          Review reporting items from Risk Management and direct change in any necessary work practices to reduce or eliminate work related accidents and/or incidents
  •          Develop long term strategic plan for division and align tasks in annual Business Plan to meet goals and targets established in the long term strategic plan
  •          Work collaboratively with key stakeholders to develop user requirements and scope of work for future Capital Improvement Projects (CIP’s)
  •          May be asked to perform other duties as assigned

Knowledge, Skills and Abilities

  •          Must be able to read and interpret plans and specifications for Engineering Design or permit applications
  •          Must be able to perform root cause analysis for existing and possible future failures
  •          Must be able to use engineering tools and methods to troubleshoot construction, repair and/or replacement issues

Certifications, Licenses of Other Requirements

·         TCEQ Class A Municipal Solid Waste Landfill Operator License required within two (2) years of hire

·         Previous experience operating and managing a landfill is required

·         Experience in the operation and maintenance of heavy equipment preferred

Qualifications 

·         Requires a Bachelor’s degree

·         Minimum of seven (7) years of relevant experience

·         A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
