Development Services Manager

Summary: Responsible for the coordination of activities and oversight of the divisions assigned to the Development Services including Building Inspections and Storm Water Division. Plans, directs, manages and oversees all activities and operations of the Development Services Department including long-range and current planning, economic development, permitting and building inspection. Coordinate with the Public Works Department, Fire Marshall and Planning Departments for civil site plan review and inspection support. Responsible for direct contact with citizens, contractors, developers and elected officials for a variety of issues.

Provides advice and counsel to the City Manager's office and implements directives, as assigned; works with other departments on matters of mutual concern and to accomplish department objectives; communicates City policies in persuasive, informative and diplomatic manner. Directs the resolution of problems; responds to complex development inquiries, complaints or concerns regarding development service issues. Establishes customer service programs to assure that citizens achieve their objectives in the most timely and efficient manner. Provides frequent presentations before applicants, community groups, boards and the City Council utilizing excellent communication skills and the ability to present technical information in such situations.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Maintains responsibility over the Building Inspections and Storm Water Divisions and recommends and administers policies and procedures relative to these divisions.
  • Coordinates activities with City departments and outside agencies; develops and adopts policies and procedures for further clarification of the provisions of the applicable codes.
  • Coordinates with the development community and City staff to ensure the successful completion of projects.
  • Evaluates and monitors assigned division's efficiencies and effectiveness.
  • Responsible for identifying gaps in service and implementing corrective measures to improve service delivery.
  • Works directly with developers to resolve disputes related to development/building and Storm Water issues.
  • Responsible for assessing staff knowledge, workload, skills and adequate training.
  • Establishes a system for continuous customer service improvement.
  • Identifies and implements technological advances to improve service delivery.
  • Maintains the morale and appropriate work environment by : interacting with employees; volunteering experience and expertise to help others achieve their goals;  using challenging work assignments to encourage employee growth; conducting and participating in regularly scheduled meetings; and providing constructive criticism as well as positive feedback.
  • Directs the development and administration of the division budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; implements budget adjustments as appropriate and necessary. Establishes fees and rates for City services.
  • Prepares presentations for City Manager, City Council and the public.
  • Serves as the final authority regarding code related issues.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: A Bachelor of Arts in construction science, construction administration, engineering, urban/regional planning, public administration or related field is required. Masters degree is preferred. Five years of management responsibility of personnel, projects and services is required. Working knowledge of the operations of local government organization is highly recommended.

Knowledge of:

  • Knowledge of pertinent federal, state and local laws, codes, ordinances and regulations.
  • Knowledge of Construction Science.
  • Knowledge of grant application and proposal preparation.
  • Knowledge of Storm Water industry.
  • Knowledge of organizational and budgeting aptitude as well as project coordination and negotiating experience.

Skill in :

  • Skill in observing, reading and interpreting written materials.
  • Skill in written and oral communication.
  • Skill in public speaking.

Ability to:

  • Ability to write and review reports, memos and other correspondence.
  • Ability to use a computer.
  • Ability to effectively communicate with City Council, Boards and Commissions, City Officials, employees, residents, local businesses, volunteers, downtown business interests, contractors and developers.

License and certification requirements: A valid Texas State Driver's License is required. Must have or be able to obtain certifications in the appropriate areas of responsibility.

Physical demands and working environment: Ability to sit, stand and transport self from building to building. Ability to drive a vehicle to and from various work sites.
