SUMMARY 

The purpose of this position is to assist in the management of department operations.  This is accomplished by managing the operations of the Neighborhood Services Division including supervising staff, planning, developing and implementing and directing a variety of citizen education and participation programs, neighborhood development services including code investigations and enforcement and other community related outreach projects and initiatives.  Develop department policies, prepare the operations budget and long-range capital improvement projects. Other duties include, interacting with other City of Bedford employees, volunteers and citizens. This position provides direction to other employees.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Directs, implements, manages, and supervises the programs, operations, activities, budget and employees of the Neighborhood Services Division charged with developing a vision and approach to facilitate improvements.
  2. Oversees administration of Code Compliance and Neighborhood Programs.
  3. Manages, plans, develops, and implements the City’s neighborhood engagement programs, services, and initiatives, with the goal of enhancing the visual appearance and long-term sustainability of neighborhoods.
  4. Collaborates with City departments and community groups in developing, planning, coordinating, and implementing various code compliance programs and services.
  5. Develops and administers innovative approaches to solve code compliance issues and promotes collaboration, citizen engagement, and community partnerships.
  6. Mentors and leads staff in investigations and inspections of more complex cases and serves as a technical resource to assist employees; assists with the interpretation of appropriate ordinances and in the solution of related problems; provides guidance to teams in the development of strategies to reduce blight in neighborhoods and the overall community.
  7. Provides information to assist the City Council, City Manager and Development Director in making decisions regarding neighborhood enhancement; makes presentations at Council meetings or other public forums.
  8. Meets with residents, community associations, interest groups, non-profit organizations, business or industry representatives, and other city departments on policy and program issues related to neighborhoods, city codes, ordinances, and other regulations.
  9. Oversees the coordination and timely completion of strategic proactive code enforcement projects, utilizing code compliance staff and multi-disciplinary teams made up of members of other City departments to reduce blight in in the community including managing programs such as blight elimination, demolitions, weed abatement, etc.
  10. Supervise employees, observe and monitor work tasks, evaluate work performance while giving feedback and providing goals to employees. Assist employees to correct deficiencies and administer discipline up to and including termination when necessary. Interview, select and hire qualified applicants for vacant positions.   
  11. Prepare and manage the division budget. Monitor expenditures, ensure key financial targets, goals and objectives are met, including targets for cost recovery and revenue production. Monitor and approve expenditures while following revenue policies.
  12. Initiate project applications, prepare requests for proposals, coordinate contractor selection, direct the work of contractors, approve expenditures and develop and adhere to revenue policies.
  13. Research and present information to advisory boards and commissions and City Council; compile data and prepares reports. Coordinate with Citizens’ groups, advisory boards and commissions; develop cooperative professional relationships with all interested parties.
  14. Review and evaluate operations to identify and resolve service issues; meet regularly with the staff to discuss and resolve workload and technical issues, review staff work for conformance with City Ordinances and Department standards.
  15. Provide leadership, direction and guidance in technical processes and procedures; assign and coordinate tasks and projects, monitor workflow and evaluate work effectiveness, methods and procedures. Plan, organize, coordinate and manage the operations of the Neighborhood Services Division of the Development Department. Represent the Development Director for various City functions as required.
  16. Assist the Building Inspections Division as needed to include premise inspections and enforcement.
  17. Assists the public and city staff with the interpretation of state and local codes relating to the health, safety and aesthetics of the community.
  18. Informs supervisor of any major, unusual and/or sensitive events, issues or concerns, which may affect the Department, City or its personnel.
  19. Attends special functions/meetings relative to work assignment as directed or assigned.
  20. Responds to complaints involving subordinate personnel and complies with Department and City Policies regarding the investigation, documentation and administering of disciplinary action in accordance with established policies and procedures.
  21. Regular and timely attendance is required, as well as, the ability to get along with others in a professional and cordial manner.
  22. May perform other assignments and handle special projects as required.

 

SUPERVISORY RESPONSIBILITIES

Directly supervise employees in the Neighborhood Services Division. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Must have advanced knowledge of code compliance principles. 
  • Must have advanced knowledge and use of application of computer software relevant to the position. 
  • Must have demonstrated knowledge of communications and word processing software, computer networks and office machinery.
  • Ability to read, analyze, and interpret common scientific and technical journals, reports, and legal documents. 
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with abstract and concrete variables.
  • Ability to effectively communicate with all levels of management and to make verbal presentations of code compliance related data to the staff, City Council, and citizens as required.

 

MINIMUM JOB REQUIREMENTS

Bachelor’s degree from a four year college or university with a major in Urban Planning, Business or Public Administration, or a related discipline, and a minimum of five years of experience in Urban Planning or Code Enforcement; or the equivalent combination of education/training and seven years related experience. Minimum of two years of supervisory experience required.

 

OTHER REQUIREMENTS

Valid Texas Class C Driver's License.
Possession of, or ability to obtain, a Texas Certified Code Enforcement Officer license within 12 months of hire.
