METER MAINTENANCE & CROSS CONNECTION CONTROL TECHNICIAN I,II,III
(Utilities Customer Service)

 
Pay Ranges:
Technician I: $13.29/hr. - $19.71/hr. ($27,643.20 - $40,996.80/annually)
Technician II: $14.71/hr. - $21.90/hr. ($30,596.80 - $45,552.00/annually)
Technician III: $16.11/hr. - $24.02/hr. ($33,508.80 - $49,961.60/annually)
 
Shift: Monday - Friday, 8:00 AM - 5:00 PM (40 hours/week)
 
Location: 1011 Jim Keene Blvd Winter Haven, FL 33880

SUMMARY DESCRIPTION
 
Technician I
 
Under direction, receives on the job training for the installation, maintenance, repair and testing of water meters and backflow prevention devices. Additionally, learns to inspect and evaluate existing water system facilities for any possible illegal cross connections between the potable and non-potable water supply. Learns reporting per compliance standards, codes, rules and regulations per county and regulatory agencies.
 
Technician II
 
Under direction , responsible for the installation, maintenance, repair and testing of water meters and backflow prevention devices. Provides reporting per compliance standards, codes, rules and regulations per county and regulatory agencies.
 
Technician III 
 
Under direction, responsible for the installation, maintenance, repair and testing of water meters and backflow prevention devices. Inspects and evaluates existing water system facilities for any possible illegal cross connections between the potable and non-potable water supply. Provides reporting per compliance standards, codes, rules and regulations per county and regulatory agencies.
 
REPRESENTATIVE DUTIES
 
Technician I
 
Become knowledgeable of reporting per compliance standards, codes, rules, and regulations according to county and other applicable regulatory agencies.
Learn the method to inspect and evaluate existing water system facilities for any possible illegal cross connection between the potable and non-potable water supply.
Obtain training in the installation, maintenance, repair and testing of water meters and backflow prevention devices.
Document the procedures for proper record keeping and reporting of daily activities, i.e. installation , maintenance, repair and testing to ensure reporting per compliance standards.
Become knowledgeable of interrelated duties with other
 
Technician II
 
Provides installation, maintenance, repair and testing of water meters and backflow prevention devices.
Ensures principles and practices of safety standards in order to prevent hazards or accidents.
Documents the work performed for proper record keeping and reporting of daily activities,
i.e. installation, maintenance, repair and testing to ensure reporting per compliance standards.
Initiates reports per compliance standards, codes, rules, and regulations according to county and other applicable regulatory agencies.
Knowledgeable of inten-elated duties with other sections and divisions for cooperation and efficient resolution of problems.
Applies principles of excellent customer service, both internally and externally.
Attends continuing classes for certifications and re-certifications as required.
Performs related duties as required.
 
 
Technician III
 
Provides installation, maintenance, repair and testing of water meters and backflow prevention devices.
 Inspects and evaluates existing water system facilities for any possible illegal cross connection between the potable and non-potable water supply.
 Redirects/removes identified illegal cross connections.
 Installs, maintains and repairs pressure regulating valves.
 Performs annual inspections of all types of reclaimed irrigation systems.
 Ensures work quality and adherence to compliance standards, codes, rules and regulations per county and regulatory agencies.
 Adheres to principles and practices of safety standards in order to prevent hazards or accidents.
 Documents the work performed for proper record keeping and reporting of daily activities, i.e. installation, maintenance, repair and testing to ensure reporting per compliance standards.
 Initiates reports per compliance standards, codes, rules, and regulations according to county and other applicable regulatory agencies.
 Applies principles of excellent customer service, both internally and externally.
 Knowledgeable of interrelated duties with other sections and divisions for cooperation and efficient resolution of problems.

Basic water meter design and proper installation.
Basic backflow prevention device design and proper installation.

Learn installation, maintenance, repair and testing of water meters and backflow prevention devices.
Learn interrelated duties of other sections and divisions.
Learn and apply excellent customer service skills.
 
Technician II
 
Knowledge of:
Basic utility operations, i.e. valves, piping, and water pressure.
Basic water meter design and proper installation, repair and testing.
Basic backflow prevention device design and proper installation, repair and testing.
Principles and practices of customer service.
Occupational hazards and standard safety practices.
Operation and care of assigned computer and other testing equipment.
 
Ability to:
Provide reporting per compliance standards, codes, rules and regulations.
Install, maintain, repair and test water meters and backflow prevention devices.
Understand interrelated duties of other sections and divisions.
Interact and communicate verbally and in writing with customers (both internal and external).
 
Physical Demands and Working Environment:

Environment: Occasional exposure to: extreme temperatures, humidity, rain; slippery or uneven surfaces and rough terrain; moving mechanical parts; excessive noise and vibration from meter repair equipment and compressors as well as driving vehicles; blood borne pathogens and other biohazards in meter boxes. Work is occasionally performed at heights while working on embankments or inclines. Work is subject to 24-hour emergency callbacks and standby and requires working varying hours, overtime, weekends and holidays. Work environment is formal and informal, team-oriented, having both routine and variable tasks with variable pace and pressure.
 
 
Technician III

Illegal cross connection between potable and non-potable water supply systems.
Geography of the area and location of water meters and backflow prevention devices.

Occupational hazards and standard safety practices.
Operation and care of assigned computer and other testing equipment.

Provide reporting per compliance standards, codes, rules and regulations.
Install, maintain, repair and test water meters and backflow prevention devices.

MINIMUM REQUIREMENTS
 
Technician I
 
Graduate of an accredited high school or possess an acceptable equivalency diploma and have basic computer skills. Must have one (1) year experience with water meter and backflow prevention devices; installation, maintenance, repair and testing.
 
Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
 
 
Technician II
 
Graduate of an accredited high school or possess an acceptable equivalency diploma and have basic computer skills. Must have one (1) year experience with water meter and backflow prevention devices; installation, maintenance, repair and testing.
 
Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
 
Employee must possess the following licenses/certifications:
 
Water Distribution License 3 - Required by DEP; renewal every five years.
Certified Backflow Tester - Required by DEP & Health Department; renewal every two years.
Certified Backflow Repair - Required by DEP & Health Department.
 
Technician III
 
Graduate of an accredited high school or possess an acceptable equivalency diploma and have basic computer skills. Must have three (3) years experience with water meter and backflow prevention devices; installation, maintenance, repair and testing. Experience should also include three (3) years in cross connection inspection. Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.
 
Employee must possess the following licenses/certifications:
Water Distribution License 3 – Required by DEP; renewal every five years.
Certified Backflow Tester – Required by DEP & Health Department; renewal every two years.
Certified Backflow Repair - Required by DEP & Health Department.
Certified Cross-Connection Inspector – Required by Health Department.
Meter Tester – Required by Polk County.
Reclaim Irrigation Inspector, all types – Required by Polk County.
 
SPECIAL REQUIREMENTS
 
Technician I
 
Employee may be subject to working outside normal business hours for on-call and emergency repair. Employee must have home telephone during employment due to on-call and emergency call out.
 
Employee must possess the following licenses/ce1iifications to qualify for the Meter Maintenance & Cross Connection Control Technician II:
 
Water Distribution License 3 - Required by DEP; renewal every five years.
Certified Backflow Tester - Required by DEP & Health Department; renewal every two years.
Certified Backflow Repair - Required by DEP & Health Department.
 
Technician II
 
Employee may be subject to working outside normal business hours for on-call and emergency repair. Employee must have home telephone during employment due to on-call and emergency call out.
 
Employee must possess the following licenses/certifications to qualify for the Meter Maintenance & Cross Connection Control Technician III:
 
Certified Cross-Connection Inspector - Required by Health Department.
Meter Tester - Required by Polk County.

Employee may be subject to working outside normal business hours for on-call and emergency repair. Employee must have home telephone during employment due to on-call and emergency call out.
 
Employee must possess the following licenses/certifications to qualify for the Meter Maintenance & Cross Connection Control Supervisor position:
Water Distribution License 2 – Required by DEP.
 
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
