Animal Control Shelter Manager

Summary: Directs and coordinates work activities of Animal Control Shelter employees.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Directs and coordinates work activities of Animal Control Shelter employees.
  • Responsible for establishing standards of and shelter operations.
  • Responsible for ensuring that the shelter meets and follows the Texas Health and Safety code.
  • Enforces administrative policies, interprets rules, regulations and policies for shelter employees.
  • Makes decisions on personnel staffing, employee performance appraisal and recommends disciplinary actions in personnel matters.
  • Collects and analyzes data; prepares statistical and narrative reports.
  • Prepares correspondence and periodic reports.
  • Reviews and approves overtime and time sheet records.
  • Prepares and submits annual budget for the Animal Control Shelter to the Bureau Commander.
  • Releases information to the news media; speaks to civic groups and other organizations.
  • Supports the departmental operations with regular and timely attendance.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: High School Diploma or GED required. Associates Degree is preferred. Three year's experience in Animal Control or Public Health Zoonosis Control AND two years of supervisory experience in Animal Control and/or Public Health Zoonosis Control in the public or private sector OR any equivalent combination of education, training and experience. If applicant does NOT possess an Associates degree seven (7) years experience is required.

License and certification requirements: Valid Texas Driver's License is required. Must obtain  Animal Control Officer Basic Training certification within one year from date of employment through the Texas Department of Health. Euthanasia certification through the Texas Department of Health is required or must be in process of obtaining.

Knowledge, Skills and Abilities:

  • A thorough knowledge of local, state and federal laws pertaining to animal keeping and care.
  • A thorough knowledge of the cause of zoonotic diseases and other diseases, methods of treatment and clinical symptoms.
  • A thorough knowledge of animal breeds and species is desirable.
  • The ability to positively communicate with the public and Department personnel.
  • The ability to assess animals for health and temperament.
  • The ability to administer blood test, emergency first aid and vaccines.
  • The ability to prepare activity reports.
  • A working knowledge of the principles and practices of budget preparation, supervision and training.
  • The ability to select, supervise, train and evaluate subordinate staff.
