PRIMARY DUTY:

Responsible for planning and coordinating park capital improvement projects in concert with the Deputy Director of Parks. Work involves initiating, self-directing, and analyzing work details to assure projects are on task, on budget, and within master plan for the department.

 

ESSENTIAL DUTIES:

Job Duties

L

Plan and analyze capital improvement projects for assigned area, and  monitor capital improvement program expenditures assisting the Director as needed.

Procure bids for projects and products and prepare reports as needed.

S

Assist the Director with budget preparations and cost estimates for the park projects.

S

Assist with Parks Board meetings as needed making presentations, preparing notes, answering questions, and representing city staff.

S

Work with the Development Assistance Committee (DAC) as needed regarding placement and allocation of parks projects within new developments

S

Prepare and oversee related grant applications.

S

Prepare plans and specifications and cost estimates for projects.

L

Direct and instruct the schedule of work for architects, engineers, other consultants, and vendors throughout all phases of projects.

Coordinate and track design and construction of projects in the department including reviewing plans, budgets, quotes, bids, proposals, and related documents, making recommendations, and preparing necessary reports.

Consult with developers and citizens as needed to oversee the neighborhood and park zones reporting to the Director and Deputy Directors on related issues.

Prepare presentations for City Council, citizen groups, and committees as needed to brief interested parties on future plans and existing projects.

SUPERVISORY RESPONSIBILITIES:

This position has no supervisory responsibility. Though this position does not have direct-reports for supervision of city employees, the ability to direct the work of work crews is required.

 

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of methods, materials, tools and practices used in construction of park facilities including the ability to read and interpret architectural and engineering plans and specifications.
  • Knowledge of principles and practice of park planning and public parks and recreation design and related construction.
  • Sports, recreation and aquatic facility concepts and designs.
  • Knowledge of and familiarity with the Texas Parks and Wildlife grant process and federal transportation enhancement programs.
  • Knowledge of landscape architecture practices, construction techniques, irrigation, civil engineering and building codes and the knowledge to combine them into an aesthetically coordinated and finished quality product for parks projects.
  • Knowledge of reading and interpreting architectural and engineering plans and specifications.
  • Knowledge of personal computer skills in order to prepare reports, track statistics, write letters.
  • Skill using Microsoft Office suite of software required (i.e. Word, Excel, etc.).
  • Skill in utilizing software such as SketchUp Pro, Desktop Publishing, Geographic Information Systems (GIS), Computer-Aided Design (CAD) such as AutoCAD 2018, and Adobe products such as Photoshop, Indesign, and Illustrator
  • Ability to recognize product and material quality to ensure compliance with project plans and specifications.
  • Ability to communicate orally and in writing utilizing drafting techniques and artistic ability.
  • Ability to communicate with citizens, senior management and Council members in a professional manner using superior customer service skills.
  • Ability to take appropriate measurements for planning purposes.

 

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Park Administration, Landscape Architecture, Urban Studies, Parks Planning or related field.
  • Three years of park planning or landscape architectural experience, including experience in public park design and construction. Proven project implementation and contract administration experience.
  • Possession of License as a Landscape Architect in the State of Texas highly preferred

             

CERTIFICATES AND LICENSES REQUIRED:

  • Playground inspector certification or ability to obtain certification within one year of hire date, if not already certified.
  • Valid Texas Drivers License with a good driving record.
