Description

DEFINITION

Responsible for the management and supervision of the Community Development Department and administrative and technical work associated with project management; planning, zoning and subdivision development; code enforcement; building inspections; and community development activities of the City. Performs duties of a building official and is responsible for overseeing all building inspections services. Maintains and administers the City's Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance, and all related regulations. Exercises management and supervision of the Community Development Department. Assists citizens regarding planning and zoning and subdivision issues. Assists staff in implementation of City's rules and regulations. Coordinates activities of the Planning and Zoning Commission, the Board of Zoning Appeals, Building and Standards Commission, and other City
boards.
 
Work is performed in accordance with the policies outlined in the Planning and Zoning Ordinance, Subdivision
Ordinance and applicable State statues. Involves considerable planning knowledge, municipal management skills,
ability to exercise independent judgment, and ability to administer policies related thereto.
 
SUPERVISION RECEIVED AND EXERCISED
• Receives supervision from the City Manager.
• Exercises direct supervision over Community Development Department, including Building Official/Inspections,
and office staff.
 
EXAMPLES OF DUTIES
Duties and responsibilities include, but are not limited to, the following:
 
Essential Functions:
• Performs periodic review and makes recommendations concerning updates on the Comprehensive Plan, Planning and Zoning Ordinance and maps, rules and regulations.
• Performs reviews of planning documents and conducts special planning studies.
• Evaluates the impacts of development proposals and offers alternatives to mitigate development problems using accepted planning principals.
• Assists other departments with development issues.
• Responsible for scheduling and agendas of meetings of the various boards and commissions.
• Provides assistance to citizens when requesting a zoning change, variance request, platting of property, or related requests.
• Administers, supervises, and coordinates all activities and assigned responsibilities of the Community Development Department personnel.
• Maintains working knowledge of economic development incentives available to existing and prospective business(es) as may be offered by the City such as, but not limited to, Enterprise Zones, Tax Abatement, Texas Capital Funds, Reinvestment Zones, and other State or local economic development programs available to municipalities.
• Prepares annexation plans and completes annexation process as may be directed by the City Manager.
• Prepares and submits grants for Community Development and other departments.
 
Additional Duties:
• Responsible for creating, implementing, reviewing and maintaining City’s technology plan.
• Perform related duties as assigned.
 
QUALIFICATIONS
Knowledge of:
• Must possess thorough knowledge of the Planning and Zoning and Subdivision Regulations to effectively respond to routine inquiries.
• Possess extensive knowledge of planning and zoning and subdivision law, principles and procedures.
• Knowledgeable in the art of grant writing.
• Pertinent Federal, State, and local laws, codes and regulations related to department operations.
• Issues related to the processing and managing of records.
• Letter writing and basic report preparation.
• Sources of information for research.
• Ordinance and resolution preparation.
 
Ability to:
 
• Establish and maintain an effective working relationship with the City Manager, department heads, subordinates, elected officials, and the general public (strong interpersonal skills).
• Ability to communicate professionally and effectively in both written and oral forms.
• Ability to maintain good public relations while resolving disputes with developers, contractors, permittees, and the general public regarding compliance requirements of City codes and ordinances.
• Attend all meetings of the Planning and Zoning Commission, the Board of Appeals, and Building and Standards Commission, and other City boards as required.
 
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
• Bachelors Degree in urban planning or a related field, or the equivalent combination of education and extensive experience in urban planning, planning and zoning, subdivision regulations, code enforcement administration,and/or community development. Such experience can be demonstrated by holding, and maintaining, professional certifications.
• Extensive knowledge and practical experience in use of personal computers and applicable application of software related to field of expertise. Experience in computer aided design and project management desired.
