Description

Under limited supervision, this position assists the Utilities Director in managing and overseeing the Utilities Department, including but not limited to: supervising and managing employees, making professional engineering recommendations and decisions, managing projects, developing divisional work plans and schedules, etc. Serves as the Utilities Director in absence of the Utilities Director.

  • Plans, organizes, staffs, and directs the daily activities of the assigned divisions.
  • Hires, trains, directs, schedules, supervises, evaluates, and disciplines Department personnel of the assigned divisions
  • Oversees the Water Transmission and Distribution, Utilities Construction, Reclaimed Water Collection, and Meter Reading Divisions
  • Coordinates activities of the department with other departments, divisions, and City officials.
  • Assists in preparing and monitoring the annual budget.
  • Assists in preparing and monitoring the annual capital improvement budget.
  • Develops, reviews, revises, and enforces policies.
  • Prepares reports, studies, memoranda and correspondence.
  • Conducts site visits to job sites, facilities and treatment plants.
  • Assists in ensuring compliance with ODEQ and EPA regulations.
  • Assists in the development of long-range infrastructure improvement goals.
  • Responds to questions and concerns of the general public.
  • Handles employee matters and personnel issues as needed.
  • Reviews water and sewer plans for new developments to ensure compliance with ODEQ regulations, city ordinances, and subdivision codes.
  • Provides information concerning city utilities to other city departments and design engineers.
  • Attends weekly administrative staff meetings and provides information as required.
  • Reviews street improvement plans and coordinates utility information with design engineer.
  • Inspects construction and repair jobs for progress information and to resolve conflicts and issues.
  • Attends bi-weekly technical advisory committee meetings and provides input on plat deficiencies.
  • Oversees the responds to emergency situations.
  • Executes auxiliary programs in support of city policies and special events.
  • Performs the duties of the Utilities Director in his/her absence.
  • Performs other duties as assigned

Requires a Bachelor's Degree in a course of study related to the occupational field, supplemented by a minimum of 5 years of related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Possession of or ability to readily obtain a valid Driver's License issued by the State of Oklahoma for the type of vehicle or equipment operated.       Possession of or ability to readily obtain an ODEQ Class B water operator license and ODEQ Class B wastewater operator license within 6 months of employment is required; Class A licenses are preferred.  Possession of a Professional Engineers License is preferred.
