Under the general direction of the Transportation Manager, manages the engineering elements of the city’s transportation system. Ensures proper design and construction of transportation projects. Provides engineering and technical support for transportation engineering, development, and traffic control administration to departments.

  • Reviews transportation construction projects, plans design, monitors the bidding process, recommends construction contract award; and provides a review of the construction project management process for CIP, bond and CBDG projects.
  • Researches, compiles, and analyzes data and prepares reports for meetings; makes presentations related to transportation issues/projects to GTEC and the City Council.
  • Reviews traffic control device requirements, and performs on-site traffic investigations to formulate and engineer solutions for traffic congestion issues.
  • Assists in the development of the Future Mobility Plan and Transportation Improvement Program.
  • Supports Public Works Operations on a variety of traffic/transportation-related issues including, but not limited to, signage, striping, signal timing, traffic counts, and traffic calming.
  • Supports all aspects of traffic/transportation engineering related to new development. 
  • Responsible for the development and implementation of the Neighborhood Traffic Management Program.
  • Reviews transportation construction projects and provides feedback relating to, designing plans, selecting consultants, inspecting, bidding, monitoring and closing out and coordination with outside Transportation, Transit, and Mobility agencies.
  • Reviews proposed construction and subdivision plans in relation to transportation engineering for Development Services and the Development Review Committee, respectively.
  • Collaborates with and makes recommendations to the Transportation Manager and Systems Engineering Department staff to ensure that the overall pavement conditions of the City meet the requirements the City Council.
  • Provides one of the City’s points of contact for engineering solutions to traffic congestion, roadway capacity limitations, urban roadway design, and Williamson County, CAMPO, and TxDOT projects.
  • Selects, supervises, trains and evaluates assigned staff.
  • Represents the City on various local and regional work groups with an emphasis on providing engineering solutions to traffic and transportation issues.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines

Bachelor’s degree in civil engineering or in a discipline with major coursework in a field related to engineering. Two (2) years of full-time engineering experience performing work consistent with the essential functions of this position. Coursework toward a master's program in transportation can be substituted for experience. 

Knowledge of:

  • Street engineering and construction. 
  • Methods, practices, equipment, and materials used in construction, and maintenance of a municipal transportation system. 
  • City ordinances, policies and procedures; machinery operation and maintenance; stormwater drainage, utility construction, system models, applicable state laws, engineering principles and practice, Texas Administrative Codes.

Skill in:

  • Civil engineering analysis of street design and traffic control.
  • Reading engineering plans, specifications, standard details, regulations, plats, and engineering reports.
  • Writing staff reports, review memos, letters, and City regulations.
  • Providing excellent customer service through telephone, e-mail, and face-to-face interactions.
  • Negotiating and handling conflict resolution.
  • Coordinating multiple tasks, obligations, and deadlines.
  • Meeting deadlines and following up on action items.
  • Oral and written technical and/or general communication including preparation of written reports.
  • Performing advanced mathematical and engineering computations.
  • Performing advanced mathematical calculations.
  • Interpreting policies and procedures and analyzing complex situations.
  • Public presentation/ speaking.
  • Interpreting policies and procedures.
  • Understanding city ordinances, policies, procedures, and OHSA regulations.
  • Using a personal computer, mobile device, engineering applications, and data management software.
  • Operating in both team environments and individually.
  • Safely operating a motor vehicle in construction environments.
  • Establishing and maintaining effective working relationships.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class C Texas Driver’s License

The minimum requirements are an EIT or PE in the State of Texas or the ability to obtain one within 6 months of hiring. 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting up to 40 lbs, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Occasional exposure to hot/cold weather; dust; engine noise and exhaust; hot asphalt; job sites near moving traffic.

Hiring Range: $79,417.00 - $99,486.40, annually.
