Description

Performs a variety of general accounting activities including accounting operations, financial reporting, budgeting, and bond administration.

  • Prepares various journal entries and schedules; enters and reviews journal entries for inconsistencies and possible irregularities and enters them; reviews schedules for accuracy.
  • Prepares monthly entries related to transfers per current budget, monthly expense allocations, and other needed monthly adjustments/entries.
  • Prepares monthly and quarterly financial reports for review by the Controller; makes recommendations to improve procedures and accountability.
  • Provides backup support for other accounting staff.
  • Assists with annual budget year-end process and ACFR preparations.
  • Reports on and monitors the CIP accounts on a project.
  • Tracks expenditures and maintains files for assigned funds.  Participates in monthly, quarterly, or annual meetings related to assigned funds.
  • Reports and monitors projects related to economic development, special districts, and grants
  • Assists with the annual budget process for assigned funds, preparing schedules, worksheets, and notes including fixed assets and capital projects;
  • Reviews assigned funds monthly including the trial balance and budgetary financial statements for inconsistencies and irregularities; follows up on items of concern and works to resolve discrepancies.
  • Records fixed assets into the appropriate funds with the appropriate useful life.
  • Performs other duties as assigned.

SPECIFIC TASKS:

  • Reconciliation of GL accounts, project CIP, and other areas as needed.
  • Registration of fixed assets and monitoring of CIP accounts.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business or related field. Four (4) years of full-time work experience in an accounting environment.  Two (2) years of the required experience must have been in governmental accounting. Prefer experience with grant reporting and financial statement preparation and analysis. Audit experience is a plus.

Knowledge of:

  • Generally accepted accounting principles (GAAP).

  • Governmental accounting standards (GASB).

  • Fund Accounting.

  • 4A & 4B entities.

  • Basic internal control principles.

  • Internal Revenue Service (IRS) regulations.

  • Texas law as it relates to City finances.

  • Automated financial management systems.

  • Modern office methods, practices, procedures, and equipment.

Skill in:

  • Preparing a variety of financial statements, reports, and analyses.

  • Communicate effectively, both orally and in writing.

  • Manipulating computer accounting and spreadsheet software.

  • Examining and verifying financial documents and reports.

  • Analyzing, interpreting, and preparing financial and statistical information for City management.

  • Appling accounting formulas, performing calculations sufficiently to prepare budgets, verify totals, and reconcile differences.

  • Comprehending complex oral and written instructions and technical terminology, work accurately with numerical detail.

  • Establishing and maintaining effective working relationships.

  • Reading financial reports, professional journals, and inter and intra office correspondence, educational, and leadership materials.

  • Composing narrative portions of reports; writing memos and letters.

  • Understanding and interpreting complex financial and mathematical reports and presentations.

  • Analyzing data, preparing financial historical trends and forecasts, and developing related spreadsheets.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas driver’s license

Hiring Range: $65,345.80-- $81,868.80 annually.
