JOB SUMMARY

Under the general direction of the Director of Finance, the Assistant Director of Finance assists in the management of City fiscal matters. Responsible for various accounting activities, including banking transactions, accounting systems, and the annual audit process and reporting.  Assists in the budget process, which will require preparation of data, analyses, and reporting capabilities. Supervise assigned staff.   

 

SUPERVISION

RECEIVES direct supervision from the Director of Finance.

EXERCISES supervision over assigned Finance Department staff.

Essential duties and responsibilities may include, but are not limited to, the following:

 

Administration

  • Assists in the oversight of daily operations, activities, and programs of the Finance Department including Accounting/Budget processes, Purchasing, Utility Billing, Municipal Court administration and Risk Management, and directs operations in the event of the Director of Finance’s absence.
  • Assists in the development, planning and implementation of goals and objectives relating to the Finance Department.
  • Assists in the development of strategic long and short-range plans to determine goals and objectives.
  • Recommends actions to the Director of Finance and other departments on items related to the budget and other financial matters.
  • Compiles and prepares narrative, financial and statistical data for the Director of Finance.
  • Represents the City in the community and at professional meetings as required.
  • Assists in the development of policies to guide the City’s financial practices.

 

Accounting & Financial Reporting

  • Supervises and maintains the books and records of the City’s funds in accordance with applicable laws, accounting standards, and City policies and best practices.
  • Ensures necessary reports are archived in a timely manner, and adequate back-ups are recorded and saved.
  • Assists with the compilation and verification of financial data related to grant reimbursement requests.
  • Coordinates the delivery of all requested records and support to the external auditors.
  • Answers questions of the auditors and together, with the Director of Finance and external auditors, ensures the presentation of all financial information is presented in accordance with US GAAP.
  • Coordinates worker’s compensation audit and other miscellaneous reviews as required.

 

Budgeting

  • Assists in the creation, direction, implementation and control of the City’s annual operating and capital budgets.
  • Assists in the development of the annual operating budget for all funds.
  • Assists in the preparation of the capital improvement budget and capital replacement plans.
  • Directs the creation and compilation of the City’s annual budget document.
  • Forecasts City revenues, expenditures and year end balances.
  • Assists in the preparation of monthly budget status reports.
  • Coordinates submission of City’s annual budget document for review by GFOA’s Distinguished Budget Presentation Award Program.

 

Purchasing

  • Assists in the development and implement City’s purchasing policy.
  • Ensures purchasing practices comply with state procurement law.
  • Assists in bid preparation and review of all City bids as required
  • Assists in the management of City credit cards, merchant cards, and fuel cards.
  • Oversees the issuance of IRS Form 1099s to vendors.
  • Assists departments with cooperative purchasing.

 

Treasury & Asset Management

  • Assists in the maintenance of checking and investment accounts of the City to ensure interest income earnings are maximized while principal is fully protected and the liquidity necessary to operate the City efficiently is maintained.
  • Monitors and reconciles City revenues as needed.
  • Serves as an Investment Officer for the City, making recommendations to the Director of Finance regarding depository and investment products and services.
  • Directs City personnel in the registering of City assets.
  • Assists in the disposal of City assets through auction.
  • Ensures all asset acquisitions, disposals and transfers are properly recorded in the City’s accounting system.
  • Coordinates with the City’s insurance provider to ensure City assets are insured, and to process claims involving City assets or personnel.

 

Personnel

  • Provides training, direction, and vision to assigned staff in the operation of the Finance Department.
  • Assists in the recruitment and selection of department personnel.
  • Reviews and assigns staff resources as needed to achieve objectives of the department.
  • Monitors workflow, reviews and evaluates work products, methods, and procedures.

 

Other Duties

  • Serves as Acting Director of Finance during absences of the Director of Finance; fills in for other Finance Department personnel when necessary.
  • Monitors property tax and foreclosure sales to increase awareness and works to resolve City liens.
  • Prepares and answers inquiries, both written and oral, received in the Finance Department.
  • Coordinates public education and communication efforts on behalf of the Finance Department.
  • Coordinates with the Director of Human Resources with various tasks that require Finance directives.
  • Performs other job-related duties as assigned.
  • Regular and consistent attendance for the assigned work hour is essential.

 

MINIMUM QUALIFICATIONS

 

Education, Training and Experience Guidelines:

Bachelor’s degree from an accredited college or university in Accounting, Finance, Business, or a closely related field is required, with a minimum of two years’ experience in a professional general or government accounting environment. A combination of education and experience may substitute for the minimum qualifications.

 

Licenses and/or Certifications:

Certified Government Finance Officer (CGFO) or similar government finance certification must be obtained within two years from date of hire. Certified Public Accountant (CPA) certification is preferred, but not required.

 

Knowledge of:

  • Principles, methods and practices of accounting.
  • Governmental accounting principles and practices.
  • Automated financial management systems.
  • Principles of office personnel management.
  • Government organization and administration.
  • Basic computer applications including proficiency in Microsoft Office and use of the Internet is required.

 

Skills and Abilities:

  • Examine and verify financial documents and reports.
  • Prepare a variety of financial statements, reports and analyses.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely both orally and in writing.
  • Work efficiently with little supervision.
  • Analyze, interpret, summarize and present information and data in an effective manner.
  • Demonstrate word processing and computer skills.
  • Exude an attitude of teamwork and a solution orientation.
  • Represent the public image of the City of Belton in a positive manner.
  • Attend seminars; some travel is involved.
  • Exercise judgment and utilize discretion with tact.
  • Deal with stress from all aspects of the job.
  • Be punctual and regular in attendance.
