Description

Under general supervision, perform a variety of moderately complex engineering and technical tasks in support of the City of Georgetown’s Water Utility and Electric Utility’s Supervisory Control and Data Acquisition systems (SCADA). Exercises judgment within defined methods, procedures, and practices.

  • Essential duties and functions may include the following. Other related duties may be assigned.

  • Supports 24/7 real-time control system integrity and ensure the highest operational reliability and system availability. This requires after hours on-call support to meet the response requirements for restoring the mission critical systems.

  • Assists with the daily operation and maintenance of the SCADA Systems, leads the daily maintenance to accomplish the best system performance; communicates with dispatchers, engineers and field crews; performs trouble shooting, problem analysis and resolution as required.

  • Conducts field inspections of RTU/PLC systems.

  • Coordinates and analyzes the real-time control system user’s request; develops and implements enhancements or modifications requested in a timely manner. Communicates activity status to customers and management.

  • Enforces security policies and procedures by administering and monitoring data security profiles within SCADA applications.

  • Installs, configures, and maintains Data Historian systems.

  • Researches and performs sample analysis.

  • Develops, analyzes, and generates engineering reports.

  • Supports efforts to keep up with the latest developments in the water and electric utility to meet Environmental Protection Agency (EPA),  Texas Commission on Environmental Quality (TCEQ), American Water Works Association (AWWA), Water Environment  Federation (WEF), Instrumentation Systems and Automation (ISA) standards, North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), Electric Reliability Council of Texas and other regulatory requirements.

  • Writes technical and business documentation (including audit and training manuals).

  • Updates, maintains, and documents security controls within the SCADA applications.

  • Maintains stock and parts inventories and documentation for all systems.

  • Configures and programs process control applications (Human Machine Interfaces), Programmable Logic Controllers (PLC), Real-Time Automation Controller (RTAC) Remote Terminal Unit (RTU) functions, Radio systems, Reporting systems, Communication drivers, and Data Historian.

  • Performs software updates/patches to SCADA applications to address cyber security vulnerabilities.

  • Assists SCADA Technician with field troubleshooting, operation ready testing, and acceptance testing.

  • Assists Network Administrator with maintaining SCADA communication hardware and networks.

MINIMUM QUALIFICATIONS:

Education, training and Experience

Graduation with a bachelor’s degree from an accredited college or university with major course work in a field related to Electronics, Instrumentation, Electrical Engineering, Control Systems Engineering, Computer Science, Information Systems, or Mathematics plus two (2) years in a field related to SCADA or process control OR additional education or experience may substitute for the minimum qualifications.

Responsibilities - Supervisor and/or Leadership Exercised:

May provide leadership, work assignments, evaluation, training, and guidance to other SCADA staff

KNOWLEDGE OF:

  • Must possess required knowledge and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Human Machine interface software.

  • Configuration of Schweitzer Engineering Laboratories RTAC and associated devices.

  • Measurement instrumentation, calibration procedures, troubleshooting techniques.

  • RTU/PLC function block, structured text, and ladder logic programming.

  • FCC and OSHA regulations and the National Electric Code (NEC) and National Electric Safety Code (NESC) pertaining to areas of responsibility. 

  • Electrical theory, operation, and testing. 

  • Communications protocols such as Modbus, DNP, and TCP/IP.

  • Fiber Optic Networks.

  • IP Network design.

  • Cyber security practices.

  • Updating firmware/patching SCADA equipment.

  • Serial/microware radio systems.

  • Data Historian and reporting. 

SKILL IN:

  • Must possess required skill and ability and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • SCADA database and screen creation/modifications.

  • Design, program, troubleshoot, process controls from the Human Machine Interface (HMI) to field device.

  • Configuring, installing, troubleshooting, and maintaining process control equipment including servers, workstations, RTUS, RTACs PLCs, flow meters, and pressure gauges.

  • Experience programming RTACs, RTUs, PLCs using ladder logic, Function block and structured text.

  • Installing and maintaining Serial, Ethernet, and Wireless networks.

  • Using computers and related software programs.

  • Appling mathematics, electrical theory, and/or mechanical functionality.

  • Reading, interpreting, and analyzing professional journals, technical procedures, governmental regulations, construction drawings, diagrams, and manufacturer’s instruction books.                      

  • Communicating effectively, both orally and in writing.

  • Establishing and maintaining effective working relationships.

  • Creating and maintaining accurate records and reports.

  • Carrying out oral or written instructions.

  • Reading and obeying workplace rules and procedures.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class C Texas driver’s license.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, & use of foot controls.

This position requires after hours on-call support to meet the response requirements for restoring the mission critical systems.

Hiring Range: $40.09 - $50.22 hourly.
