GENERAL SUMMARY & PURPOSE

Performs managerial and highly complex administrative work in directing the short and long-range plans and programs of the City's Planning Department. The Director of Planning and Development provides administrative direction to community development activities related to planning, zoning, subdivisions, and code enforcement. Serves as staff liaison to the Planning and Zoning Commission and the Zoning Board of Adjustment.

PRIMARY DUTIES & RESPONSIBILITIES

  • Oversees the general administration of the City’s Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance, and other planning and development related policies
  • Develops department goals and ensures implementation, prepares, implements, and maintains the department budget
  • Reviews and evaluates development proposals, designs, applications for zoning changes, plats, subdivisions, variance requests, technical documents, and special permits for compliance with City standards and regulatory requirements
  • Answers inquiries and assists the public and other agencies in matters relating to planning, zoning, and permit review, and other City standards and regulations and provides information and recommendations within the position’s scope of authority
  • Manages special research projects on planning issues, ordinance revisions, zoning violations, and other planning projects and provides data and analysis on land use and planning issues.
  • Assists in the preparation of long-range plans for the community, including updates to the Comprehensive Plan, neighborhood plans, corridor plans, and other small area and strategic plans
  • Prepares staff reports and develops recommendations and summarizes issues for presentation to the Planning Commission and Zoning Board of Adjustment and Appeals
  • Supervises employees, including assigning and reviewing work, conducting performance reviews, training employees, and making recommendations regarding hiring, promoting, disciplining, and/or dismissing employees
  • Attends and facilitates public meetings and workshops, many of which occur in the evening
  • Ensures public hearings and other legal requirements for the City Council, Planning and
  • Zoning Commission, the Zoning Board of Adjustments and Appeals are satisfied and provides staff support to the boards
  • Presents the decisions of the Planning and Zoning Commission to City Council
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor's degree from an accredited college or university in Urban Planning, Geography or a related field; Master’s degree preferred
  • Five (5) years of planning experience with at least two (2) years of experience as a department head or in a senior planning position in a larger city 
  • Proficient in Microsoft Office Products (especially Excel)
  • GIS/CAD Experience is a plus
  • Possession of a valid Texas driver’s license
  • A combination of education, training and experience providing the required knowledge, skills and abilities may be considered.
