PAY AND BENEFITS

 

Annual Pay Range: $114,276.56 - $154,273.96

 

Hourly Pay Range: $54.940652 - $74.170174

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

 

Clackamas County's Department of Public and Government Affairs (PGA) seeks a dynamic and experienced individual to join our team as the government affairs manager.

 

In this position, you will be pivotal in shaping the county's engagement with federal, state, regional, and local entities. Your primary focus will be developing and managing legislative agendas, ensuring they align seamlessly with county objectives and strategic priorities. Acting as the lead in government affairs, you will establish and nurture relationships with congressional offices, federal agencies, state legislators, and local governments. Your responsibilities include providing political advice, advocating for county interests, and serving as the liaison with various entities to maintain a cohesive county agenda. Additionally, you will lead lobbying efforts during state legislative sessions, representing county interests at federal congressional sessions and contributing to developing strategic communication programs.

 

Our government affairs manager oversees and administers contracts for lobbying services, interacts with lobbyists, and drafts letters of support from the congressional delegation. Furthermore, the manager actively participates in local, regional, and state organizations, providing strategic staff support to county entities on intergovernmental advocacy, issues, and projects. Your role would also extend to assessing the impact of proposed ordinances and fostering cooperative relationships with various stakeholders. Leveraging your comprehensive knowledge and strategic thinking, you will contribute to the county's overall success by facilitating effective government relations and communication.

 

PGA plays a crucial role in coordinating public engagement, intergovernmental and legislative relations, and communication services to foster connections and trust between the community and its government.

 

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of six (6) years of experience in government affairs, legislative relations, or a related field that would provide the required knowledge and skills to perform the responsibilities of this position

• A minimum of two (2) years of that experience must include lead, supervisory, or program management experience

• Experience in policy formulation and analysis

• In-depth knowledge of federal, state, and local statutes, rules, and regulations applicable to legislative lobbying

• Knowledge of public administration principles, strategic planning, and cooperative programs

• Strong written and oral communication skills

• Ability to juggle multiple responsibilities in a fast-paced environment

• Ability to work both independently and within a team structure

• Ability to perform frequent long-distance and overnight travel

• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

• Develops and manages the county's federal, state, regional, and local legislative agendas; recommends and develops strategies, methods, and resources to advance county objectives; participates in the development and implementation of the county's legislative policies and priorities; develops written communication that describes the county's policy interests; participates in the development of an overall strategic legislative agenda that properly coordinates federal, state and regional legislative positions and communications.

• Serves as the county's primary government affairs lead on federal, state, regional, and local issues; manages and supports the county's interactions with congressional offices, federal agencies, state legislators and staff, state agencies, regional government entities, local governments and other elected officials and staff; establishes and maintains cooperative working relationships with federal, state and local government officials, managers, staff and various intergovernmental associates; provides political advice, advocacy and defense of county interests; with the PGA director, supports, briefs and counsels the Board of County Commissioners, County Administration and county staff on government affairs and issues related to Clackamas County.

• May serve as the county's lead lobbyist during annual state legislative sessions in Salem or delegates this role to other employees and contractors; coordinates and represents county interests throughout federal congressional sessions; drafts, introduces, advocates, and testifies on legislation related to county operations and activities; monitors and evaluates legislation, regulations, and other issues and their potential impact on county operations; coordinates and oversees lobbying activities, trips and meetings to promote county interests.

• Oversees and administers contracts for federal and state lobbying services; regularly interacts with federal and state lobbyists on the advancement of the county's legislative and regulatory priorities; oversees federal grant support to county departments; drafts and builds support for letters of support from the county's congressional delegation.

• Participates in local, regional, and state organizations, commissions task forces and associations to promote and coordinate intergovernmental legislative action, programs, and goals; monitors and assesses county impacts of proposed city and Metro ordinances; provides strategic staff support to the Board of County Commissioners, elected officials, the County Administrator, department directors and various committees on intergovernmental advocacy, issues and projects.

• Hires, directs, supervises, and evaluates professional staff to provide quality service to the county and its residents; prepares performance evaluations; administers progressive discipline; conducts and facilitates staff training and development programs; promotes cooperative team efforts among staff and other county departments.

• Participates as a member of the department's management team; provides input and influence regarding the department's strategic planning, goals, and objectives; develops and recommends new and revised policies, programs, and procedures.

 

WORKING CONDITIONS

 

This position requires frequent long distance and overnight travel.

 

WORK SCHEDULE

 

This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Occasional off-hour or weekend work may be required. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
