Position Overview:  The Crime Analyst applies knowledge of Texas laws, police procedures and criminal behavior to perform statistical and analytical research through the use of computer applications to collect, collate, analyze and disseminate information for crime pattern detection, suspect-crime correlation, target-suspect profiles, crime forecasting, and related police intelligence research work.

Essential Job Functions

Tactical Analysis: develops and maintains methods to identify emergent crime patterns, trends/series, objectively analyzes these activities and interprets statistical data,, researches and tracks modus operandi factors from reported criminal offenses to provide investigative leads that assist in the arrest of criminal offenders; follows up by reporting information at patrol briefings and to departments, command staff, city council and in public forums; may learn to use quantitative and qualitative methodology such as link analysis, event flow analysis and actively charting to analyze data.

Strategic Analysis: develops, maintains, and analyzes internal measurements and forecasting long-term public safety-related activity for use in problem-solving, intervention, and reduction efforts of the police department.

Operational Analysis: provides information and analysis to officers, supervisors, and commanders, including decision-supporting intelligence and information that improves police awareness and judgment in a timely and reliable manner; reviews crime and arrest reports with particular emphasis on robbery, auto/business burglaries, sex crimes, thefts, and other major incidents; develops analytical reports to determine correlation between series of criminal activity.

Administrative Analysis: provides information and analysis regarding police resources, including staffing and resource allocation and redistricting; provides forecasts and interpretations of future crime statistics; identifies and recommends methods to develop agency tactics, strategies, and long-range plans for crime control and prevention. Assists in annual budget and in multi-year planning.

Researches, compiles, analyzes, and interprets statistical data from a variety of sources, including offense and arrest reports, census, economic and demographic reports, and related data. Makes presentations to internal and external groups regarding crimes in the community. This could include weekly, monthly, and yearly statistics or presentations regarding specific crimes and crime trends being investigated by the agency. This position requires public speaking.

Coordinates the exchange of criminal intelligence information within departmental entities and with other agencies by responding to internal and external questions and inquiries and requesting information from police personnel, neighborhood groups, citizens, and other law enforcement agencies. Produces job-specific publications which include, but are not limited to, statistical reports, crime bulletins, supplemental offense reports, inter-departmental communications, and periodical summary reports for the command staff.

Assists in maintaining internal databases of selected persons, such as known burglars, narcotics users, gang members, and other repeat offenders. Determines and applies appropriate methods for accessing, downloading and analyzing data from existing Police Records information. Conducts computer searches for suspects using vehicle information, phone numbers, suspect acquaintances, and addresses; formulates research methods for accurate reporting; researches and resolves data discrepancies to ensure data integrity.

Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.                   

Minimum Requirements

Bachelor’s degree in Criminal Justice, Public Administration, Computer Science, Mathematics or closely related field and one (1) or more years of relevant experience in data analysis, trend analysis, research methods, and statistics required. An equivalent combination of related training and experience may be considered

Experience working for a law enforcement agency is highly desirable. Certificate in crime and/or intelligence analysis, IACA Certified Law Enforcement Analyst (CLEA) certification, IACA Law Enforcement Analyst Foundational (LEAF) certification strongly preferred.

Ability to maintain confidentiality of sensitive information. Ability to communicate effectively with peers, supervisors, subordinates, and people to whom service is provided.

Ability to enter data into computer systems accurately and correctly, and retrieve data from criminal justice information systems, compile and analyze data, and communicate statistical information effectively, learn law enforcement operations, procedures, and regulations, effectively train police personnel on crime analysis and automated computer reports, explain and interpret federal, state, and local regulations pertaining to laws and rules, compose correspondence using correct grammar, spelling, and punctuation, work independently and organize and prioritize work, work under stressful situations cause by time constraints and high volume of work. Ability to produce desired work outcomes, including quality, quantity, and timeliness. Ability to plan and organize work, time, and resources, and if applicable, that of subordinates.

Skill to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs. Skill to apply principles of rational system. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variation in assigned objectives. Skill to gather, organize, and analyze data in an unbiased manner. Skill to prepare clear, concise oral and written reports and presentations. Skill to extract, analyze, and correlate data obtained from computer programs.
Skill to operate modern office equipment and computer hardware, such as personal computers, laptops, scanners, modems, printers, and plotters. Ability to use assorted software, such as Windows, MS Office Suite, DOS, databases, spreadsheets, word processing, communications, and GIS. Ability to use SQL Server Management Studio and scripting language (Python, JavaScript, Crystal Syntax) preferred. Excellent oral and written communication skills, and the ability to apply analytical reasoning. Ability to exercise independent judgment when applying facts and principles for developing approaches and techniques to problem resolution. Establish and maintain positive working relationships with those contacted in the course of work. Offer flexibility and adaptability, especially during times of change.

Other Requirements

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt. 

Must pass a drug screen, criminal history background check, periodic CJIS background check, and Social Security number verification check.
